Tier 3 is correctness: clean corridors, dry housing, regulated labor, fenced light, and infrastructure that never raises its voice. The calm rests on grow decks, routing stations, processing systems, and controlled distribution beneath the surface. Every quiet wall carries the weight of something being made, moved, counted, or withheld.
LIFE ON THE LINE
Residents move between quiet housing, offices, shift canteens, dorm commons, clinics, and timed grow-deck viewing walks. Scheduled games and sanctioned music manage morale. Uniforms, posted consequences, labor badges, throughput marks, and clean hands signal belonging. Administered nature is offered as leisure because unregulated nature is treated as risk.

Downward travel is possible; unauthorized upward travel is treated as a supply, security, or contamination incident.
Routing stations decide the flow of water, power, food, and waste. Grow decks and protein processing support the upper tiers. Waste is sorted, sealed, and moved downward. Throughput is called neutral engineering even when it carries the city’s hierarchy with it.
WHAT BREAKS FIRST
The Supply Continuity Directorate protects the lines of making and routing. Offices turn shortages into violations, contract breaches, and priority adjustments. Maintenance authority can open doors ordinary credentials cannot.
Distribution priorities shift. Shutdowns happen cleanly. Contracts break. A worker disappears into maintenance language. Ration windows fail politely. Tool-control locks a hand away from its own equipment. Fault marks follow the person who found the fault. The dangerous belief is that a useful worker is a protected person.
HOW CREWS SURVIVE
Crews learn the schedules, trade illicit maintenance passes, work shadow shifts, borrow equipment, carry duplicate route assignments, and keep quiet favors moving beneath the official flow. They learn which system must stay running before anyone will listen. They learn that the right fault named at the right time can save a room, while the wrong one can close a door forever.

The Growth appears clean, dry, controlled, and protected because the lower tiers absorb storm load, waste, scarcity, and failure. HOW PEOPLE KEEP IT ALIVE
