Its institutions interpret, exploit, and disguise the curse; they do not control the storm. Beauty and protection increase with altitude as insulation and control—not as moral goodness.

EVERRAIN is the world and lens through which Jayjo is documented. Jayjo is the city.

SCAM — Every permit, queue, and shortage creates a local market around it.

TRACE — Gates, stamps, closures, uniforms, and damaged materials show where the system touched daily life.
