THE OUTER RIM

The storm-exposed edge of Jayjo. Informal routes, repaired structures, unstable services, and populations the city has classified as expendable.

THE BLIGHTED CITY

Dense lower-city territory shaped by damage, containment, interrupted infrastructure, and the constant threat of closure.

CLASSIFICATION RULE

THE CITY SORTS UPWARD.

The higher a person travels, the cleaner, safer, and more curated Jayjo appears. The lower tiers absorb the storm, waste, closures, damaged infrastructure, and unresolved incidents that make life above possible.

Jayjo rarely refuses movement directly. It controls the route, changes the requirement, delays the document, or records the resulting failure as personal.

HEIGHT

Determines social value, physical safety, and proximity to authority.

RAIN

Changes routes, damages infrastructure, and intensifies existing inequality.

PROCEDURE

Turns access into permits, queues, inspections, gates, and deniable refusals.
