WHERE THE WAIT NEVER ENDS
The Blighted City is hardship under fluorescent light. Waiting rooms glow without warmth. Work is regulated. Ration windows open and close. Housing is watched. Every sentence about maintenance makes the city look steadier while keeping your next movement conditional. The machinery of the city is a weapon everyone can name and nobody can strike directly.
EVERYDAY LIFE
You learn the schedules, the approved phrases, the posture of a proper queue, the manners of a terminal, and which clerk will accept a damp document. Block clinics offer functional care, but denial comes first. Assignment boards decide work routes. Permit halls turn time into obedience. Relief lanes and holding-bay buskers keep the crowds calm enough to be processed.

HOW THE CITY LETS YOU MOVE
Waiting is allowed; movement must be earned. To travel legally, you need a route, a reason, and a record. Route Slips, Queue Bands, scans, escorts, and slot windows shape every crossing. Downward movement is easier than upward. Miss one window and you may receive a gate ban, a new work assignment, or a fresh requirement that did not exist when the journey began.
HOW THE LINE TIGHTENS
The city answers with phrases like “verification required,” “slot elapsed,” “access adjustment,” “moisture damage,” and “pending clearance.” Scheduled water, regulated power, and ration access can be withdrawn as discipline. When too many people describe the same incident in the same way, the city calls their agreement contamination.
HOW PEOPLE SURVIVE THE WAIT
People endure through document brokers, borrowed phrasing, escort trades, reroute etiquette, schedule literacy, quiet mutual aid, duplicate papers, and the knowledge of which refusal is final even when the clerk refuses to say so.
WHAT THE BLIGHTED CITY DOES TO YOU
Tier 1 turns visible suffering into paperwork. It takes in people climbing from Tier 0, gives them just enough stability to keep hoping, then records every failure as if it began inside the person who could not comply.

THE BLIGHTED CITY
Tier 1 is the first rung that can be mistaken for safety: permanent housing, regular power, ration windows, clinics, work boards, Greywalks, and permit desks. Every comfort is timed, recorded, and reversible.
MORNING BY TONE
The tier wakes by loudspeaker rather than sunrise. Announcements mark washing windows, shift changes, ration openings, school movement, and route closures. Residents check documents, sleeves, queue bands, and the hallway before they check the weather.
THE LAMPS
Housing blocks stay lit at their stair cores even when individual rooms lose power. Neighbors know each other by footsteps, kettles, arguments, and coughs. Hallway calendars disguise inspection rumors, clerk rotations, and doors that stopped opening.
HOW PEOPLE KEEP THEIR PLACE
Line holders trade time. Correction runners know which windows can still save a day. Quiet witnesses remember what paper said before it crossed a counter. Heat, dry documents, a known clerk, and someone willing to sign often matter more than money.
AFTERMATH
Cut queue bands, layered notices, chemical-wash smell, unclaimed food, a dry empty bench, and a corner nobody occupies remain after someone is rerouted out of the record.
